Best AI Consultancy Partners for Enterprises in 2027: A CIO Shortlist

For an organisation of 250 to 5,000 FTE that already has an ICT partner, the best AI consultancy partner builds inside that landscape and hands over code and evaluation set. Crux Digits is our pick, disclosed as our own.

If your organisation has 250 to 5,000 employees and already works with an ICT partner, the best AI consultancy partner for 2027 is usually a specialist that builds inside your existing landscape, not a second integrator. This guide names eight real firms besides our own, says who each is the better choice for, and gives the five questions that separate a partner from a demo.

It is written for the CIO, IT director, informatiemanager or security officer who owns the supplier landscape and the audit. Disclosure: Crux Digits publishes this list and is listed first. We say why, and who the others are better for. There are no paid placements, affiliate links or reciprocal listings on this page.

How did we choose the AI consultancy partners on this list?

Every firm here was checked on its own website on 29 October 2026 against four criteria, and we list only what we could verify there. The criteria are stricter than in our general guide to AI consultants in the Netherlands, because the reader is different: an IT organisation with an existing supplier, a change process and an auditor.

  • It does data and AI work itself. Strategy-only advice without delivery does not qualify.
  • It can work at the scale of 250 to 5,000 FTE. Its own pages show clients, sectors or services that fit a mid-sized or large organisation.
  • Its positioning is public and checkable. We describe each firm from its own words. Prices appear only where the firm publishes them.
  • We can name a buyer for whom it is the better choice than us. If we could not, the firm would not add anything to your shortlist.

This list is not a ranking beyond our own pick. Crux Digits is first because we publish the list; every entry after ours is in alphabetical order. We left out firms whose site we could not load or whose positioning we could not confirm on the day.

Why is Crux Digits our pick for a CIO who already has an ICT partner?

Crux Digits is built for one situation: adding AI where infrastructure, workplace and service desk are already run by someone else. Disclosure: Crux Digits publishes this list and is listed first. We say why, and who the others are better for.

The reasons are on our own pages and you can check each one:

  • We are an AI partner, not an ICT partner. We do not take over infrastructure, hosting, the service desk or systems management. We arrive next to the supplier you have, as described on our AI implementation partner page.
  • Fixed prices, published. An AI Audit & Strategy at €2,500 (one to two weeks), a Production-ready MVP at €20,000 (four to six weeks) and a Production Launch from €50,000 (from eight to twelve weeks), all excluding VAT, on our pricing page. The audit fee is credited in full if the MVP follows within 60 days.
  • You own what we build. Code, model configuration, prompts and the test set are transferred at handover, so you can run the system yourselves or give it to a different supplier.
  • Built inside your standards. On your data, behind your identity provider, connected through the interfaces you already maintain, with each candidate use case checked against its EU AI Act risk tier and the GDPR before we recommend it.
  • One named engineer from scope to handover, bilingual in English and Dutch, based in the Utrecht region.

Best for: an organisation of 250 to 5,000 FTE that wants one process taken from audit to production at a price fixed in writing, with its ICT partner staying exactly where it is.

Choose someone else if: you need a multi-country transformation programme staffed by dozens of consultants, a new data platform, or someone to run your estate. The entries below are better at those.

Which other AI consultancy partners belong on a 2027 shortlist?

Capgemini, Cmotions, DataNorth, DataPebbles, Eraneos, Rewire, Xebia and Xomnia complete the list, in alphabetical order, each described from its own website. Two are large integrators, one is a management and technology consultancy, and five are data and AI specialists.

Capgemini

Capgemini describes itself as a global leader in business and technology transformation, powered by AI, with 420,000 colleagues in more than 50 countries and €22.5 billion in revenue. Its expertise spans cloud, data, AI, connectivity, software, digital engineering and platforms.

Best for: a group that wants one global supplier to run a transformation across many countries and technology stacks, or that already has Capgemini as its ICT partner and prefers to keep AI inside that contract.

Cmotions

Cmotions is a data and AI consultancy that covers the whole data value chain: data strategy, data science and AI, data engineering, data management and analytics, plus an Academy for training. It lists partnerships with Microsoft, Qlik and TimeXtender, offices in Breda and Utrecht, and says more than 800 organisations trust its experts.

Best for: an organisation whose AI question is really a data foundation and reporting question, especially on a Microsoft stack, and that wants staff trained by the same firm.

DataNorth

DataNorth offers AI consulting, training and development from offices in Groningen and Amsterdam, and says it helps organisations of all sizes. Its training line includes AI workshops, an AI hackathon and AI speakers. It publishes no prices on its homepage.

Best for: an organisation that wants to start with broad AI training and workshops for staff before it commits to a build.

DataPebbles

DataPebbles positions itself on AI that remains efficient, explainable and under your control, with services in agentic AI systems, sovereign and open AI architectures, and data engineering and real-time systems. It also offers pre-built solutions such as Enterprise Knowledge Search, and names procurement and logistics as industries.

Best for: an organisation that wants an open, sovereign AI architecture built on real-time data engineering, or a ready-made enterprise knowledge search as the starting point.

Eraneos

Pull quote from Crux Digits: Your ICT partner keeps the estate. An AI partner should build inside it, then hand over everything.

Eraneos is a management and technology consultancy group with more than 1,300 professionals in 19 offices across 12 countries. Its service areas include Data & AI, Sourcing & IT Advisory and Cybersecurity, and it describes its way of working as boutique at scale.

Best for: a CIO whose real question is the supplier landscape itself: re-sourcing the ICT contract, with AI as one strand of that decision.

Rewire

Rewire is a data and AI consultancy with offices in Amsterdam and Heidelberg. Its services run from data and AI strategy and customised AI solutions to data management, MLOps and training, plus packaged solutions for pricing and revenue management, promotion optimisation and AI supply chain optimisation.

Best for: a commercial or supply chain decision at scale, such as pricing or promotions, where a packaged approach already exists.

Xebia

Xebia was founded in the Netherlands in 2001, moved its global headquarters to Atlanta in 2023, and has more than 4,500 experts with teams in over 17 countries. Its offer spans AI consulting, intelligent automation, cloud and data, software engineering and training.

Best for: an organisation that wants one firm to carry cloud, data platform, software engineering and AI upskilling together, at the scale of a large programme.

Xomnia

Xomnia is an Amsterdam data and AI consultancy with the line "We make AI work". It works in data and AI strategy, cloud-based data platforms and data and AI product development, lists Databricks and Microsoft as partners, and announced that Xomnia and Aurai have become one company.

Best for: an organisation building a cloud data platform on Databricks or Microsoft and the data products on top of it, with its own data team to reinforce.

Specialist AI firm or large integrator: which does a CIO with an ICT partner need?

Choose by the shape of the problem: a platform problem goes to an integrator or data firm, a single judgement process goes to a specialist. There are two ways to get this wrong: buying a programme when the organisation needs one working system, or buying one system when the real gap is the data platform underneath.

A decision rule you can apply in a steering group:

  • The data is scattered or untrusted. Start with a data platform firm such as Cmotions, Xomnia or DataPebbles. AI on top of unreliable data produces confident wrong answers.
  • The question is who runs what across the estate. Start with a sourcing advisor such as Eraneos, or with your integrator.
  • The data is good enough and one process needs a system whose output is a judgement (a classification, a draft, a match, a forecast). Start with a specialist that builds it inside your landscape and hands it over. That is the case Crux Digits is built for.
  • The change spans countries, stacks and thousands of users at once. A large integrator such as Capgemini or Xebia has the bench for it.

The two models also combine. A specialist can build one process while the integrator keeps the platform and the service desk, provided the boundary is written down before the work starts.

What changes in your IT organisation when an AI specialist joins the supplier landscape?

Four responsibilities appear that most ICT contracts do not name: the evaluation set, the model incident, model change control and the exit pack. Settle each before the first sprint.

  • The evaluation set. A held-out set of real cases with the answer your own experts agree on. It proves the system still works after a model update. Name an owner on your side who receives it at handover.
  • The model incident. Output that is wrong while nothing is down is not a category in most SLAs. Agree who triages it, because the fix is a data or model change, not a restart.
  • Model change control. A new model version can change behaviour without a release. Your change advisory board needs evidence: the evaluation set result before and after.
  • The exit pack. Code, prompts, model configuration, runbook and evaluation set in your repository, under your licence. Ask for it in the contract, not at the end.

Your ICT partner keeps the infrastructure, the workplace, identity and the service desk. The specialist works inside that, for example behind Microsoft Entra ID and in your own cloud tenant.

How do the Cyberbeveiligingswet and the AI Act affect your choice of AI partner in 2027?

Both put the duty on you, not on the supplier, so the contract is where an AI partner's obligations live. The Cyberbeveiligingswet and the Wet weerbaarheid kritieke entiteiten took effect on 15 August 2026.

The NCSC states that an organisation in scope must make sure its supply chain is secure, should agree measures with each direct supplier, and that a supervisor will not supervise suppliers. If you are in scope, your AI specialist is a direct supplier to assess, whatever its size.

For the EU AI Act, the European Commission confirms that the AI Omnibus entered into force on 27 July 2026: rules for stand-alone high-risk systems listed in Annex III apply from 2 December 2027, and for high-risk AI embedded in products under Annex I from 2 August 2028. Any partner you pick in 2027 should be able to state, per use case, which tier it falls in and what evidence the system will need. If your organisation is working towards ISO/IEC 42001, the AI management system standard, ask how the partner's deliverables feed your own management system.

Which five questions separate an AI partner from a demo?

Ask every firm on your shortlist the same five questions and score the answers in writing; vague answers are the signal. Specialists and integrators alike should be able to answer all five in the first meeting.

  1. Who owns the evaluation set after handover, and what is in it?
  2. Who triages an incident where the output is wrong but the system is up, and within what time?
  3. What evidence does our change advisory board receive when the model, a prompt or the model version changes?
  4. Does the system run in our tenant, behind our identity provider, through interfaces our ICT partner already maintains?
  5. What exactly is in the exit pack, and can a different supplier continue from it without you?

A firm that answers these well will usually also have a fixed scope for the first step. A firm that answers with a platform roadmap is telling you it sells a programme, which may be what you need, as long as you know that is what you are buying.

Where does Crux Digits fit, and where does it not?

Crux Digits fits when one process needs a working AI system, built inside the landscape your ICT partner already runs, and handed over complete. We start with an audit of one to two weeks at a fixed price, build the first workflow as a Production-ready MVP on your own data, and price production in writing before it starts.

We do not fit when you need a data platform rebuilt, a supplier landscape re-sourced, or dozens of consultants across several countries. For those, the firms above are the better call, and we would rather say so here than in a pitch. Our broader comparison of AI agencies covers firms aimed at smaller organisations.

For the steps, timelines and costs of taking one process to production, see AI implementation in the Netherlands.

Frequently asked questions

Should we ask our existing ICT partner to deliver AI instead of hiring a specialist?

Ask them first, and judge the answer on the five seam questions in this guide. If your ICT partner can name an owner for the evaluation set, a category for model incidents and evidence for model changes, keeping AI in one contract is simpler. If it answers with infrastructure and licences, a specialist working alongside it is usually the faster route, while the ICT partner keeps infrastructure, identity and the service desk.

What does an AI consultancy partner cost for an organisation of this size?

Only some firms publish prices. Crux Digits publishes three fixed steps: an AI Audit & Strategy at €2,500, a Production-ready MVP at €20,000 and a Production Launch from €50,000, all excluding VAT. None of the other firms on this list showed prices on the pages we checked on 29 October 2026, so ask each for a fixed price for a bounded first step rather than a day rate for an open scope.

Is an AI specialist covered by the Cyberbeveiligingswet supply chain duty?

The duty sits with your organisation, not with the supplier. The NCSC says an organisation in scope must make sure its supply chain is secure and agree measures with each direct supplier, and that a supervisor will not supervise suppliers. So if you are in scope, your AI specialist is a direct supplier you assess and bind by contract: access, logging, incident reporting and the exit pack all belong in that agreement.

Why is the list alphabetical after Crux Digits?

Because we cannot defend a ranking between other firms. We publish this list, so placing ourselves first is a choice we disclose and explain with facts you can check on our own pages. Ordering the other eight by quality would need evidence we do not have, such as delivery data from their clients. Alphabetical order keeps the list honest, and each entry names the buyer it suits better than us.

Can a specialist and a large integrator work on the same AI programme?

Yes, provided the boundary is written down before work starts. The usual split is that the integrator or ICT partner keeps the platform, infrastructure, identity and service desk, while the specialist builds one process and owns the model, the evaluation set and model incidents until handover. Put the split in a responsibility matrix signed by both suppliers, and make the exit pack a contract deliverable.
