Custom software pays when the process is what sets you apart and no package fits it without workarounds. If a package does 90% of the job and the rest is a habit rather than a competitive edge, buy the package and change the habit. Custom software is right when the workaround costs more each year than the build, when the process is how you win work, or when the data has to stay under your control. The audit answers that question on your own figures, and it is allowed to conclude that you should not build.
